Community
Mayor

Government on the Ground. Leadership that delivers.

Ten Governance Priorities

Ten priorities. One standard: measurable results that make Niagara Falls stronger.

01
Mayor in the Community

Michael-Lucid-Salsa-Fest-Niagara.jpg

I am a fighter for you.

Government on the Ground. Never government behind closed doors.

I will be a Mayor in the Community first, not just a Mayor at City Hall.

Every day, I will be on the front lines, talking directly with people, visiting businesses and neighbourhoods, and seeing problems firsthand.

That includes confronting the fentanyl-crime crisis at Ferry and Main, where public safety, neighbourhood conditions and recovery require direct attention.

Every problem deserves accountability. Every tax dollar deserves a purpose. Every person deserves to be heard.

Being a Mayor in the Community isn't only about solving problems. It's about building a safer, healthier, happier and stronger Niagara Falls.

The Mayor sets the direction. My administration will challenge corruption, pursue the elimination of City Hall's DEI programming and confront the problems holding Niagara Falls back. Government on the Ground means taking responsibility and delivering measurable results.

“The Mayor will take care of it.” That is my mantra!

02
Highest-Vibration City in the World

Life is about finding your flow.

Your life is not a measure of productivity. Happiness matters. Freedom matters. Human connection matters. We shouldn't celebrate people working three jobs just to survive. We should ask: What kind of society do we want to live in?

Power is psychological. Everyone can change.

We are not prisoners of our past or circumstances. We can evolve, becoming healthier, happier, stronger and more connected.

Niagara Falls is one of the most extraordinary places in the natural world. Mother Nature has given us something magnificent. Let's build a city worthy of it.

Let's sing and dance while the music is playing. Let's celebrate life and create a city where people genuinely enjoy being alive.

But serious problems stand in the way. Crime, addiction, exploitation, social isolation and declining public spaces diminish our freedom and happiness. We must address the causes, not simply manage the consequences.

My ambition is a city so safe that the need for policing declines without compromising public safety.

Let's make everyday life in Niagara Falls extraordinary through health, recreation, music, arts, culture, beauty, connection and a vibrant, growing economy.

Music City is here. Let's turn the frequency way up.

As a local tourism operator, I've spoken with thousands of visitors. I see enormous opportunities to make Niagara Falls more exciting, welcoming and alive.

A Mayor in the Community must understand problems firsthand, bring people together and deliver results.

Government cannot manufacture happiness. But it can create the conditions where happiness flourishes.

Let's embrace Mother Nature, know our neighbours, build stronger communities and welcome newcomers into them.

Evolution is real. No regression.

Let's make Niagara Falls the Highest-Vibration City in the Modern World.

03
Tax Accountability

Every major expenditure needs a clear purpose, an accountable person and a measurable result.

I am not promising austerity. I am promising performance.

A Lucid administration will review major spending commitments, require transparent financial reporting and measure whether publicly funded programs deliver results. Funding decisions will be based on performance, not political relationships.

DEI will be eliminated and resources reallocated.

The Niagara Falls Innovation Hub will face a full review of its funding, financial reporting and measurable benefits to taxpayers. Programs that cannot demonstrate measurable public value will face funding reductions or termination, subject to the City's legal obligations.

I will TERMINATE the City's relationship with GUS Canada and the University of Niagara Falls, and investigate concerns about international-student recruitment, student welfare and the use of public resources.

Taxpayers deserve answers. City Hall must deliver results.

Public Safety

People must feel safe in their homes, businesses, neighbourhoods and public spaces. Prevention, effective policing and strong communities will work together.

Explore my eleven public safety initiatives, including combating the fentanyl-crime crisis and more effective policing.

05
Clean Environment & Reliable Infrastructure

Roads, bridges, water, wastewater, public spaces and our natural environment are the foundations of a strong Niagara Falls.

The basics must work. Every day.

We MUST maintain our infrastructure exceptionally well, address neglected roads and neighbourhoods, and ensure water and wastewater capacity is in place before development proceeds.

Growth must be supported by infrastructure, not the other way around.

Niagara Falls has been given one of the greatest natural wonders in the world. Protecting our water, green spaces and natural environment is essential to our health, happiness and future prosperity.

My standard: clean, safe, reliable and built to last.

06
World-Class Tourism

Build a stronger year-round tourism economy by giving visitors more reasons to stay longer, spend more and return.

The failed leadership of David Adames, George Spezza, Adam Stiles and Jim Diodati requires a full make-over.

Vote for Michael Lucid on Oct 26.

07
Blue Zone – Seniors Wellness

Functional. Effortless. Vibrant Aging.

My vision is to make Niagara Falls a Blue Zone – a city known for exceptional longevity, functional health, independence, meaningful relationships and a strong sense of purpose.

A city where people don't simply live longer. They live better.

Imagine growing older and becoming more independent, more connected and more alive.

Imagine neighbourhoods where seniors feel safe, where fraud and financial exploitation are confronted, and where people look out for one another.

Imagine loneliness giving way to friendship, music, laughter, recreation and love.

More peace. Fewer scams. Better health. More love.

Niagara Falls should be one of the best places in Canada to age well.

That means greater emphasis on prevention, mobility, strength, nutrition, exercise, recreation and social connection – helping people remain healthy and independent for as long as possible.

Whenever possible, seniors should have the opportunity to age gracefully at home, rather than spend their final years unnecessarily moving through institutions and hospital hallways.

Achieving this vision requires better coordination between municipal, regional, provincial and federal governments, healthcare providers and community organizations. Duplication and waste need to end.

Government should measure what actually matters:

Are seniors healthier? Are they happier? Are they mobile? Are they connected? Can they remain in their homes?

The goal isn't more programs. The goal is better lives.

A city where our seniors thrive is a city where everyone thrives.

08
Economic Growth Plan

Grow the tax base, not the tax burden.

Make Niagara Falls the best place in Canada to start a business, grow a business and build a future.

09
Strong Mayor Powers

I will use the lawful powers of the Mayor's Office to advance the priorities Niagara Falls voters elected me to deliver.

A strong mandate should produce strong action.

10
Regional Governance

Niagara Falls taxpayers deserve clear accountability for the services they fund at both City Hall and Niagara Region.

Less duplication. Clear responsibility. Better results.

Vote for Michael Lucid on October 26th.

The Details Will Keep Coming.

Niagara Falls deserves plans worth getting right. These policies will continue to be developed, tested and strengthened throughout the campaign.

Government on the Ground

Clear responsibility. Measurable results. Daily attention.

Every major City priority will have an accountable person, a measurable objective and regular public reporting. Residents should be able to see what City Hall is doing, what it costs and whether it is working.
